Have you tried doing interval training? It might help you increase your speed.

It's really not too bad if you want to try it! Twenty minutes rotating your "hard run" for 5 seconds and "normal run" for 10 seconds. You'll definitely feel tired after, but it's a good thing to do on a short run day. I need to do it more often myself.
