15.74 and 15.88 is what I had recorded by my GPS. I had 38.01 recorded on my cycle computer for laps + pissfarting about.

Also, as Stu pointed out when looking at the Garmin maps - they don't quite take in to account all the hairpins coming down through things like Kowalski's Beer Garden and Lucky Dip (that wasn't called Lucky Dip). That could account for the difference, although since my cyclecomp only said 38.01 and I know that included a few trips to/from race HQ/camp, the laps still fall short of the 18km published figure.
