I wanted to do a perfect 10-minute mile for both miles, but only managed to do the first mile in 10 minutes. I feel like doing short, fast runs is going to help me.

Great Performance:
Try doing shorter sprints. So do .25 at 10:00 pace and recover for .25 and then repeat. Eventually you can increase the sprint time and you'll be doing mile repeats with ease ;)
