I've never run it, but most of those questions are answered on their website:
1. High:61 Low:37
2.The highest course elevation is no more than 50 ft.
3. Limit of 2500
In think this would be a nice choice for your first marathon: small, flat, and cool weather. Since it's at the beach, I'd say to expect some wind.

Having lived there - I'm going to attempt my first half marathon t that event.
Matthew is 100% right a bit of wind on the course (especially around Ocean Blvd) and its pretty much flat.
