Why do races pay for elite pacers? Why not use people on bicycle?

It seems to me that if elite racers need pacing at a constant speed, it would be more efficient to have pacers on bicycle who can monitor their speed and keep it a constant than to have actual runners who will pull out before the end of the race.

  I don't think they get much besides maybe a Tshirt. a bicycle may have trouble in the early crowded miles at bigger races like NYC ect.
