I'm no expert, but I would say if it hurts on every step you should rest it and ice it for a while. If you can stretch it out and keep running, probably just sore. But if you can't get it to relax during a run, I'm thinking rest it. Listen to your body - it will tell you what to do.

I would say if the spot is more localized it might be an injuary but if its all over probably just sore.

I had a hamstring injury where it only really hurt when I run. At first it was after 20k and then 17k and so on. Finally, by the time I went to physio, I could only get a 5k in before I felt the pain. After the run everything was fine. Walking didn't hurt. Went to physio and it was a lot of strengthening and stretching exercises of my hips that healed me. Took 3 months, but I feel good now. Completed a half at the start of May with no problems.
To answer your question, I would say if the pain persists and you are noticing it's not getting any better or even worse than I'd say stay off it or seek expert help. And I agree with Lauren, if it is localized soreness than it's probably more than sore muscles.
