Should I be using a different target heart rate at high altitude??

I live at 10,200 feet elevation. I am on meds for high blood pressure, so my normal pulse is between 44-60 (meds!) and BP is often, still higher then I'd like it. I struggle to do my exercise equipment programs at the levels I should be at when I'm home, at elevation. I notice that I do so much better when I'm even down 2000 ft; the same level feels so much easier! I've got a target heart rate chart that shows that, for my age, I should be exercising with heart rate between 99-132.
I'm wondering if anyone knows if there should be any adjustments made to compensate for high altitude and/or medicated high blood pressure and what they might be? Thanks!
