Riding/Running up here in the Pacific Northwest can be a wet experience just about any time of the year and what I've found works for me is a couple things.
First, since cold and wet usually go together around here I wear a wicking layer that insulates as well (without being too insulative). I find that brushed inside (fleece) running/riding tights. (Adidas Supernova Brushed tights are my favorites) are one of the first step although I suspect I'll need to get a set that have a wind/water proof front on them since I will be riding in wet weather this year.
Second, I've found that for running, staying dry on top was a losing battle... anything that would keep the rain off wouldn't breathe well enough so I'd still get wet regardless. So, what I've done for running was to go without the rain shell and simply go with wicking layers. Now, for riding (and I'll try on my runs this year) I've gotten a water repellant vest that I'll try. Again, knowing me... it need to breathe well so I'm not getting soaked from the inside.
Third, good gloves

An indoor trainer.

If you have to be out in the rain, plan to be wet. There is just no avoiding it.
That said, I use
Goretex riding jacket
Neoprene socks- these really help keep feet warm
Rain-x on my helmet and glassesAdjust layers as temperature dictates.

I just started using this gear and can defo recommend it, as I have on a couple of occassions rode 2 hour commutes in terrible rain, and remained bone dry, oh and the gear is also breathableanswered 6 months ago |Report

Showers Pass (http://www.showerspass.com/) jacket. I used an "Elite 2.0" for several years, but it no longer fits (due to weight loss). I guess you can say it outgrew me :). My wife bought me a "Mountain Elite" jacket for Christmas, and I love it.
I've had fantastic results from Foxwear rain pants (http://www.foxwear.net/products_pants.html). They're custom made by Lou, a super nice guy from Salmon, ID, and they're reasonably priced.
Bo A's comments about breathe-ability reminded me of a line from Jill Homer (http://arcticglass.blogspot.com/) -- I don't remember the exact quote, but it was something like "sometimes warm & dry is impossible and the best you can hope for is warm & wet".
