if you don't know much about bikes probably a bike shop. they can find one that is right size for your body and then fine tune it as needed.
you can check classifieds at slowtwitch.com, beginnertriathlete.com, trinewbies.com as well as ebay and craigslist but you will have to know what you are looking for

I agree that a bike shop is your best fit. If you are new to bike shopping they could fit you to make sure you are buying the right one. Performance Bicycle is in many states and the one in my area (San Francisco) has knowledgeable people working there. They also have sales all the time. Especially when the new model year bikes are coming out.
