you mean that stuff that falls from the skies? We dont get that down here. lol Well you figured out the fender stuff so that's good. I wish i had a good answer for you as it hasn't rained here in a long time and I dont ride in the rain when it does. I did have a friend that I saw ride in the rain. He wore both the pants and a rain jacket with a hood.

"I'm not into the full biking gear "outfit" fancy looking stuff."...nice. One of the best things you can invest in is a vest. Keeping the wind off your core will keep you body very warm. As far as staying dry and not looking to cycling fancy, I'd suggest running gear. It won't be super tight, but will protect you from the elements. Keeping you feet warm may require some cycling only gear, a cycling shoe booty will keep the rain and wind off and some are insulated to keep you even more toasty. The booty will allow for you to still clip in.
Craft makes the best Washington appropriate cycling, running, skiing, etc. gear on the market, in my opinion.
